- ICP's price plunged below $4.33 on Nov 21, breaking key support after a 224% volume spike, signaling short-term bearish momentum. - On-chain data shows rising active wallets, transaction throughput, and developer activity, suggesting growing ecosystem utility and whale accumulation. - Shrinking exchange liquidity and capital rotation toward L1s position ICP for potential breakout, with $4.33 retest critical for reversing bearish sentiment. - Ethereum's macro challenges could redirect capital to undervalu

The

(ICP) token is currently sending mixed signals that may indicate a more significant price movement ahead. Although technical analysis points to a steep drop beneath important support thresholds, both on-chain metrics and developer engagement and growing momentum within its ecosystem.

ICP’s value fell to $4.369 on November 21,

after a surge in trading volume to 7.86 million tokens—224% higher than the daily average. This breakdown hastened a slide into the $4.20–$4.30 zone, where the price briefly found stability before consolidating again. The decline followed a swift intraday drop from $4.97 to $4.30, reflecting short-term bearish pressure. that in the absence of fresh fundamental drivers, technical factors are likely to steer short-term price action, with bears aiming to challenge the $4.20 support level.

In contrast to the technical weakness, on-chain statistics . The number of active wallets and transaction volume have climbed to their highest in over a year, and smart contract activity is also on the rise. Developer participation has increased as well, with more frequent code updates and new app launches. that this "utility-driven" expansion—alongside a drop of more than 10% in balances held on exchanges in the last month—implies that large holders are accumulating rather than selling.

The combination of declining liquidity and a shift of capital toward active Layer 1 (L1) networks

. ICP is now among the few L1s showing real user growth and trading below its intrinsic value. This trend is being led by spot buyers instead of leveraged traders, with steady funding rates and open interest helping to prevent sudden price spikes. Locc points out that this "clean accumulation" phase is favorable for a lasting upward move.

If momentum turns positive, ICP’s first resistance is at $22, then $28, and possibly the $35–$40 range. However, reclaiming $4.33 for an extended period would be essential to shift the current bearish outlook. At the same time,

—such as tighter liquidity and less speculative trading—could push capital toward undervalued networks like ICP.

Although ICP’s technical indicators remain weak, the underlying fundamentals offer a more complex story. Rising on-chain activity, increased developer involvement, and shrinking exchange supplies all point to a potential breakout that could catch the market off guard. As the token consolidates near $4.30, the next few weeks will reveal whether this accumulation phase leads to a sustained rally or continued sideways movement.
