Congressional Stock Trading: 2025’s Top Performers
Nancy Pelosi, the former Speaker of the House representing California, continues to attract significant attention for her stock trading disclosures. Although she managed to outperform the S&P 500 in 2025, a recent analysis reveals that Pelosi did not secure a spot among the top ten congressional investors for the year.

Who Led Congressional Trading in 2025?
Interest in monitoring the investment activities of lawmakers has surged, with investors able to track these moves. Some trades stand out for their timing, while others raise questions about possible conflicts of interest, especially given the committee roles held by certain members.
According to new figures from Quiver Quantitative, as reported by the New York Post, these were the ten members of Congress who saw the highest portfolio gains in 2025:
- Rep. Tim Moore (R-N.C.): +52%
- Sen. Ted Cruz (R-Texas): +50%
- Rep. Lisa McClain (R-Mich.): +37%
- Rep. Pete Ricketts (R-Neb.): +37%
- Rep. Thomas Suozzi (D-N.Y.): +35%
- Rep. Lisa Murkowski (R-Alaska): +35%
- Rep. Marjorie Taylor Greene (R-Ga.): +33%
- Rep. Shri Thanedar (D-Mich.): +29%
- Sen. Mitch McConnell (R-Ky.): +29%
- Sen. John Kennedy (R-La.): +29%
This group consists of three senators and seven representatives, with eight Republicans and two Democrats making the list.
Spotlight on Marjorie Taylor Greene and Pelosi
Marjorie Taylor Greene was among the most closely watched lawmakers by retail investors in 2025, thanks to her frequent trading and notable returns. With her recent departure from Congress, Greene is no longer required to publicly report her investment activity. She has stated that her trades were managed by a portfolio manager without the use of insider information.
For context, the SPDR S&P 500 ETF Trust (SPY), which mirrors the S&P 500 index, rose by 16.6% in 2025.
Quiver Quantitative CEO Christopher Kardatzke remarked to the New York Post, “Some lawmakers appeared to dedicate more effort to their investment portfolios than to their legislative responsibilities.”
Kardatzke also noted that in 2025, congressional members were not only trading stocks and options but also dabbling in meme coins.
Pelosi, who did not make the top ten, achieved an 18% gain in 2025—down from a 54% increase in 2024, as previously reported by Quiver Quantitative. Like Greene, Pelosi will soon no longer be obligated to disclose her trades, as she has announced she will not seek re-election in 2026 and will leave Congress in 2027.

Key Trades and Investment Highlights
Tim Moore, the year’s top gainer, has previously been featured for his timely trades in Cracker Barrel Old Country Store (CBRL), coinciding with the company’s viral logo change. Moore has also been active in small-cap stocks such as Hyster-Yale Inc (HY) and Genprex Inc (GNPX), making over 200 trades in 2025 alone.
Senator Ted Cruz, who ranked second, saw most of his gains from a substantial position in Goldman Sachs Group Inc (GS), selling part of his holdings during the year as the stock reached record highs. Goldman Sachs shares climbed 55.8% in 2025, making it one of the top Dow performers.
Lisa McClain, in third place, was previously noted for late trade disclosures. Meanwhile, Thomas Suozzi’s portfolio, valued at $9.5 million, is heavily weighted in NVIDIA Corp (NVDA), which gained 34.8% in 2025. Suozzi has also faced scrutiny for delayed reporting of trades.
There is growing momentum behind efforts to prohibit congressional stock trading, with some lawmakers voicing support. Despite this, trading in stocks, options, and cryptocurrencies remains legal for members of Congress, and many continue to outperform major market indices like the S&P 500.
